New Rural Policy Action Report

We are excited to share a new resource: the 2023 Rural Policy Action Report! The report outlines policies, priority legislation and executive action supporting working families and strengthening rural communities. MSA joined over 30 organizations and local elected officials from various geographic and strategic backgrounds to identify the most pressing and popular policies impacting our communities. Rural organizers share first-person accounts of winning on renewable energy, rural power building, giant corporations and their threats to small businesses, and the barriers to policy implementation. The report also provides a catalog of recent policy victories plus guidelines for successful federal implementation.

Some of your priority issues are likely in the report, and you can use the report as a validator and call to action. It’s not just you and your community that need better policies supporting small businesses. It’s small towns across the country, and there’s a coalition calling for federal action. If affordable housing is not your priority issue, the report highlights 26 other priority issues. Those policy areas include environmental justice, labor protections, equitable rights, fair taxes, healthcare, child care, limiting corporate power, accountability for pollution, preserving public lands and building a renewable energy future.

The report provides a menu of policy priorities and is a valuable resource to learn about various timely topics and some of the most popular federal policy solutions. The report reflects the hopes, needs, and challenges facing rural communities, and numerous partners and strategists contributed to the language and framing of the report.

Our report is available to you through PDF, and the website combines the federal policies of this report with state policies that were the focus of our 2022 Blueprint for Rural Policy Action in the States.

The 2023 Rural Policy Action Report is more than a document discussing policy. It also serves as a call to action. Policies that work for working people and rural communities work for America. When grassroots organizations, policy groups, and rural leaders work alongside state and federal leaders to advance policies that make a difference, we all win. Together, we can build an economy from the bottom up and the middle out. 

As a country, we are at an important crossroads that has massive implications for the future of rural communities. We will either continue on the path of reinvestment, inclusion, and prioritizing working people, or forces of extremism and unchecked corporate greed will block these efforts and attempt to keep communities divided. 

This report will help provide a fresh perspective for those who wish to better understand how rural communities can benefit from the policies being lifted up, and take action. That’s where you come in.
